According to the official rulebook, In order to qualify for the Maclay Regional Finals, contestants must win the following: in Connecticut, New Jersey, and New York a rider must win 50 points. In Florida, Massachusetts, Pennsylvania, Rhode Island, they must win 38 points.

Finals are open to junior members of USEF or Equine Canada who have not reached their 18th birthday in accordance with GR127, who have qualified through one of the eight Regionals. Previous winners of the Finals are ineligible to compete in the Finals.
